In detention, minors and young people are in a situation of maximum vulnerability in relation to the judicial system and due to the impact of detention conditions. Then there are their own personal histories and extremely difficult challenges. The state is responsible for protecting their rights, but research and policy often ignore youth in detention.
Objective
The DATA MOSAIC project responds to these information needs and will facilitate data collection in centres, create a map of current collection methods in European legal systems and provide recommendations based on observed gaps. We will also work with young people, frontline staff, international experts and authorities from three countries: Bulgaria, Romania and Ireland. We will thereby improve data collection strategies on violence against young people in custody. The staff in the centers will be trained in this regard and will have the opportunity to share their experience with colleagues from other countries.
Minors who experience violence in detention, justice authorities and staff working in centers with minors and young people are thus the "target" of our DATA MOSAIC project. Preventing violence against children in all its forms is a core element of the EU Strategy on the Rights of the Child, also in line with Goal 16 of the United Nations Sustainable Development Agenda.

The project is implemented by a strong team of 5 high-level expert organizations: Penal Reform International, Terre des hommes Romania, SAPI (Bulgaria), Terre des hommes Spain and Universidade NOVA de Lisboa.
