In Romania, Terre des hommes (Tdh Ro) has been active since 1992. For the past few years, the delegation has been working on three main intervention areas: (1) Strengthening child protection and juvenile justice systems, (2) Protection of children affected by migration/trafficking, and (3) Social inclusion of minorities. Every year thousands of children and their families benefit from projects implemented either at a national or regional level.
The Quality & Accountability Coordinator supports Tdh Romania in design and implementation of Tdh quality and accountability approach based on the Core Humanitarian Standard on quality & accountability (CHS). S/he is primarily responsible for promoting quality & accountability within projects and programs implemented by the delegation. Designs and rolls out Q&A strategies, orients and ensures coherence with related Q&A works and tools for teams in impact-oriented interventions. Provides methodological support in the fields of situation analysis, strategic planning, organisational learning, accountability towards beneficiaries, gender equality and equity.
MAIN RESPONSIBILITIES
- Leads the development and implementation of the Quality and Accountability strategy at the country level in line with Tdh’s policy and guidelines.
- Helps to consolidate and disseminate “lessons learned” and promotes a culture of openness and exchange
- Ensures that project and program work meet the ethical principles of gender equality and equity.
- Leads the process of program design, implementation, monitoring and reporting, in close collaboration with Deputy director and program managers.
- Provides direct supervision to the M&E Officer(s) part of the team.
- Monitor closely the implementation of the M&E system for Romania.
- Lead the reporting process of Tdh Romania as per specific donor and regional guidelines and reporting tools (for M&E issues).
- Participates in fundraising efforts and Q&A related exchanges with the Q&A Regional Advisor within the region.
- University degree from an accredited educational institution in Social Science / Statistics / Development Studies / Social Work or related field
- Knowledge and experience working in the field of children's rights (protection, migration) in development / humanitarian context
- Expertise in project cycle management, in-depth knowledge of its concepts, processes and tools, and in facilitating participatory processes.
- Minimum 5 years of experience in the design, planning and implementation of quality and accountability processes (situation analysis, planning, monitoring, evaluation, capitalization; Information, communication, participation of key actors in these processes)
- Advanced quantitative and qualitative analysis skills to improve programme quality;
- Excellent oral and writing skills (in English and Romanian) and ability to learn, apply and comply with donor and reporting requirements;
- Flexibility, openess and adaptibility.
- Results-oriented focus and problem-solving abilities
- High computer literacy with a full knowledge of office applications and ability working with mobile data collection programs; advanced knowledge of MS Excel and data visualization program.
